İnsani müdahale kavramı tarihsel süreçte uygulamada ve teoride değişen ve içinde bulunduğu döneme göre şekillenen ve değişime uğrayan bir kavram olmuştur. Kavramın, özünde Batı merkezli düşünce sisteminden beslendiği ve kural koyucularının yine aynı kaynaklar olduğu görülmektedir. Bu çalışmada insani müdahale kavramı eleştirel bir bakış açısı ile ele alınmış; insani yardımın ve sonrasında evrimleşen müdahale biçimlerinin; müdahale edilen ülkelerdeki çatışmaları kısa sürede söndürüp, uzun vadede daha büyük sorunlara yol açtığı argümanı savunulmuştur. Çalışmada müdahale etmemenin en büyük çare olduğu fikrinden çok, müdahale edilmesine ortam hazırlayan sonuçların önlenmesinin daha etkili bir yol olduğu ortaya koyulmuştur. Bu sebeple, müdahalenin bir seçenek olarak masaya gelmeden önce, müdahale koşullarını hazırlayan gerçeklikler açıklanmaya çalışılmıştır. Ruanda ve Somali’ye yapılan müdahaleler incelenerek; müdahale öncesi, esnası ve sonrası değerlendirilmiştir. Bu vakalar karşılaştırmalı perspektifte incelenerek tarihsel sonuçları ile birlikte insani müdahalenin pratikteki karşılığı gösterilmeye çalışılmıştır. Çalışma, hem kavramsal bir eleştirel yöntem ile hem de uygulamalı örnekler üzerinden güçlendirilmiştir.
Abstract
The concept of humanitarian intervention has been a concept that has changed in practice and theory in the historical process and has been shaped and changed according to the period it is in. It is seen that the concept is fed by the Western-centered thought system and the rule makers are the same sources. In this study, the concept of humanitarian intervention is discussed with a critical perspective; it is argued that humanitarian aid and the evolving forms of response extinguish the conflicts in the intervened countries in a short time and cause bigger problems in the long run. In the study, rather than the idea that non-intervention is the greatest remedy, it has been revealed that preventing the consequences that prepare the environment for intervention is a more effective way. For this reason, before the intervention came to the table as an option, the realities that prepared the conditions for the intervention were tried to be explained. By examining the interventions in Rwanda and Somalia; evaluated before, during and after the intervention. By examining these cases in a comparative perspective, it has been tried to show the practical response of humanitarian intervention together with its historical results. The study was strengthened with both a conceptual critical method and applied examples.
