Trajedilerin ve insan hakları ihlallerinin yoğun yaşandığı uzun geçmişe sahip darbeler tarihi; Latin Amerika’da 1980’lerin ikinci yarısından itibaren dünya siyasetinde başlayan demokratikleşmenin üçüncü dalgasıyla beraber değişmiş ve kıtadaki ülkelerin çoğu otokratik rejimlerden demokratik bir siyasal sisteme geçmeye başlamıştır. Bu dönemde askerî darbelerin artık tarihte kaldığına dair değerlendirmeler yapılsa da askerî müdahale gerçeği kıta için hiçbir zaman ihtimal dışı kalmamış olup, 2002 yılında Venezuela ile başlayan yeni darbeler dönemi kıtada en son 2019 yılında yaşanan Bolivya darbesiyle halen varlığını devam ettirmektedir. Latin Amerika darbeler tarihi kıta siyasetinin bugününü anlamak için son derece önemli olduğundan yola çıkan bu makale Latin Amerika’daki darbeler tarihini makro bir çerçeveden analiz etmekte ve darbe gerçeğinin değişen doğasının izini geçmişten günümüze kadar sürmektedir. Bu amaçla, ilk olarak, askerî darbelerin kısa bir çerçevesi çizilmiş; sonrasında ise sebepleri ve dış etkenleri üzerinde durulmuştur. Yirminci ve yirmi birinci yüzyıldaki askerî darbelerin hangi açılardan şekil değiştirdiğinden hareketle, gelecekte kıtada olabilecek askerî darbelerle alakalı bir perspektif sunmak hedeflenmiştir.
Abstract
The long history of coups in which tragedies and human rights violations were intense has changed with the third wave of democratization that started in world politics since the second half of the 1980s in Latin America and, most of the countries on the continent had begun to transition from autocratic regimes to a democratic political system. Although there are evaluations that military coups are now history in this period, the reality of military intervention has never been out of the question for the continent, and the period of new coups that started with Venezuela in 2002 still continues in the continent with the last Bolivian coup in 2019. Starting from the fact that the history of coups in Latin America is extremely important for understanding present-day continental politics, this article analyzes the history of coups in Latin America from a macro perspective and, traces the changing nature of the coup reality from past to present. For this purpose, firstly, a brief outline of military coups was drawn; Afterwards, its causes and external factors are emphasized. It is aimed to present a perspective on the military coups that may occur in the continent in the future, based on the aspects of the military coups in the twentieth and twenty-first centuries.
