Nizâmülmülk; bireysel kabiliyetleri, kişisel özellikleri, devlet
yönetiminde ulaştığı konum, yönetim anlayışı, prensipleri ve döneminde
sağladığı refah ve güven ortamı sayesinde bütün dikkatleri üzerinde
toplamıştır. Bundan dolayı Nizâmülmülk gerek kendi döneminde gerekse
sonrasında neredeyse hiçbir vezirin olmadığı kadar ilgi odağı olmuştur.
Selçuklu Devleti kurumlarını kendi yönetim anlayışına göre
şekillendirmesi, sorunlara gerçekçi çözümler üretmesi, makamını ve
gücünü kuvvetlendirmiştir. Yönetimini din, adalet, düzen ve liyakat
üzerine kurmuş önemli bir şahsiyet olan Nizâmülmülk’ün istihbaratçılık
vasfı sayesinde elde ettiği kazanımlar, döneminin diğer yöneticilerinden
farklılıkları, Selçuklu Devletine barış, huzur ve istikrar getirmiştir. Bunun
sonucu olarak otuz yıla yakın vezirlik yaparak, kendisinden sonraki Türkİslam devletlerine de örnek olmuştur. Nizâmülmülk, devlet yönetiminde
elde ettiği tecrübeleri, yazmış olduğu eserde ortaya koymuş ve
Siyasetnamede yer alan hikâye ve olaylarda istihbarat çalışmalarını öne
çıkarmıştır. Siyasetnamede yer alan 51 fasılın çoğunda istihbaratta
kullanılan taktik ve yöntemleri görmek mümkündür. Fasıllara
bakıldığında, başlıkları genel olarak içeriklerini yansıtmaktadır. Sadece
başlıklar okunsa dahi devletin emniyeti, toplumun huzuru ve sağlığı için
iyi bir istihbarat faaliyetinin öneminden bahsedildiği ve istihbarat
yapılması gerektiği düşüncesi ortaya çıkabilir. Nizâmülmülk ilkeleri
açısından ise Din, Siyaset, Liyakat, Adalet kavramlarının öne çıktığını
görmekteyiz. Bu ilkeler istihbarat yöntemleri ile korunup teminat altına
alınmıştır.
Abstract
Nizâmülmülk; thanks to his individual abilities, personal
characteristics, the position he reached in the state administration, his
management approach, principles and the environment of prosperity and
trust he provided during his time, he attracted all the attention. For this
reason, Nizâmülmülk has been the focus of attention as no other vizier has
been in his own period and after. Shaping the institutions of the Seljuk
State according to its own management approach, producing realistic
solutions to problems, strengthened its authority and power.
Nizâmülmülk, who is an important person who has established his
administration on religion, justice, order and merit, brought peace,
tranquility and stability to the Seljuk State. As a result of this, he served
as a vizier for nearly thirty years and set an example for the TurkishIslamic states after him. Nizâmülmülk revealed the experiences he gained
in state administration in his policy book and highlighted the intelligence
studies in the stories and events in the policy book. It is possible to see the tactics and methods used in intelligence in most of the 51 chapters in the
policy. Looking at the chapters, their titles generally reflect their contents.
Even if only the headlines are read, it can be thought that the importance
of a good intelligence activity is mentioned for the safety of the state, the
peace and health of the society and that intelligence should be done. In
terms of Nizâmülmülk principles, we see that the concepts of Religion,
Politics, Merit and Justice come to the fore. These principles are protected
and secured by intelligence methods.
